The Soviet leader, Nikita Khrushchev, has denounced Joseph Stalin as a brutal despot.

In a sensational speech to the 20th Congress of the Communist Party Mr Khrushchev painted a graphic picture of a regime of “suspicion, fear, and terror” built up under the former dictator who died three years ago.

He said he wanted to break the “Stalin cult” that has held Soviet citizens in its thrall for 30 years.

It has come to light that more than 800 U.S. marines have landed in the southern part of the Dominican Republic at Barahona. This location is less than 100 miles by direct road from Port-au-Prince, Haiti. Activists and organizations in the Dominican Republic have called for rallies, caravans, vigils, marches and other protest actions to defend Dominican sovereignty and oppose any U.S. military intervention in Haiti.

On February 10, the People’s Unity organization protested in front of the U.S. embassy in Santo Domingo. The organization’s spokesman Ivan Rodriguez denounced the U.S. deployment in Barahona as a new affront to the people and nation. “Dominicans remember that in 1915, under the so-called Monroe Doctrine America for the Americans, U.S. forces invaded Haiti and a year later our soil,” Rodriguez said. At that time, the U.S. remained in the Dominican Republic for eight years and in Haiti for 19.

According to the U.S. military command and city authorities, the U.S. troops are in Barahona to build four polyclinics starting February 21. But Frank Feliz, parish priest of the town’s cathedral Our Lady of the Rosary, expressed doubts that the deployment was to serve a bilateral humanitarian project. He questioned why “such social work” is accompanied by a large amount of war materials being stockpiled at a camp the U.S. military put up at the headquarters of the 5th Army Infantry Brigade in the town. He said that Barahona residents have very little information about the true objectives of the foreign troop presence.
